Provincial Chinese governments have been killing huge quantities of dogs in an effort to control rabies outbreaks. Chan throws his celebrity support behind an animal rights group, People for the Ethical Treatment of Animals (PETA), in hopes of encouraging China to find other means to deal with the rabies outbreaks and resulting destruction of thousands of dogs, many apparently perfectly healthy.
